Learning to scuba dive legally first involves getting certified. The first step to becoming a certified scuba diver is taking a relatively painless course, which can be offered online typically through the Professional Association of Diving Instructors. Through this course, the prospective diver learns about the equipment needed to dive, safety protocols, and rules and regulations governing the sport. The course has a textbook with review and quiz questions after each chapter.

The second step involves the person getting comfortable with the equipment while participating in confined water dives. Usually, these dives are held in a pool or body of water with pool-like conditions. Here, the student learns how to breathe underwater with the equipment, how to remove the mask while underwater, and how to control buoyancy.

The final step involves learning how to swim in open water. At this point, the person is certified to dive. However, students will have to participate in a morning and evening dive. Once completed, the person can dive on their own as an Open Water Diver.

With more experience, divers can achieve more certification. The first certification after the initial one is the Advanced Open Water and then Divemaster. Divers can also acquire additional licenses for specific dives, i.e. cave, ice, and rescue diving.
